You have to make two important choices in Step 2:
1. Business unit - Your aim is to relate your management model to your strategy and circumstances. The subject of the diagnostic and global survey must therefore be a business unit, not a group containing a mix of units with different strategies. You can pay to enter as many business units as you wish.
2. Respondents - The people you invite to participate must be drawn from different functions and levels in the organization, and in total be representative of opinions in the organization. The number required to achieve this is likely to be at least 7 people, including the leader.
