Theme: The Beyond Budgeting Journey in the Public Sector

Since BBRT began over ten years ago we have observed many organizations implementing the Beyond Budgeting principles. We now feel that it is time to provide some generic implementation guidelines. The first draft of such guidelines is being sent to all BBRT members soon with a view to involving them in their development; this is called the “Beyond Budgeting Implementation Guide 2008”.

 

This is very timely as we start to bring together all our experiences and work in adapting the Beyond Budgeting principles to the Public Sector. Therefore we are preparing a subset of the main guide for the PSIG that brings in all our experiences and work since the PSIG was started. This Public Sector Guide will be sent to PSIG members just prior to the meeting and will be the main focus of the meeting.

Peter Bunce, BBRT will welcome the participants to the PSIG and review the last meeting (18 March 2008) and the progress in the BBRT and PSIG since the last meeting. He will then review the agenda for this meeting

 

09:45 Executive Guide to Beyond Budgeting in the Public Sector – Jeremy Hope

The Beyond Budgeting Implementation Guide 2008 introduces five implementation themes, each with five guidelines. These themes and guidelines build on the foundation of the 12 Beyond Budgeting principles. In this session Jeremy Hope, BBRT will explain the reasoning behind the development of the five implementation themes and their attendant guidelines. Jeremy will then introduce the Guide for the Public Sector and how this differs from the main Guide.

11:05 What we have learned so far in PSIG – Peter Bunce

Over the past three years we have addressed 11 different topics all derived from the Beyond Budgeting principles. We have examined these from the public sector perspective, particularly drawing on members’ experiences, practices and development plans. In this session Peter Bunce will review the conclusions from these meetings.

 

10:50 Exploring the Implementation Themes - All

This will be an open session in which we will be seeking input from participants in relation to the Guide for the Public Sector and the five themes. We will then discuss the relevance of the themes and the guidelines in the public sector.

13:45 Theme #1: Accountable Teams

Assuming that there is broad agreement with the five implementation themes, we will then examine the first theme, Accountable Teams in more detail. Jeremy Hope will review this theme and explain each of the five guidelines. Participants will then be expected to provide input to the resulting discussion based on their own experiences of implementing the Beyond Budgeting principles and their knowledge of the public sector. This input and the resulting discussion will start the process of members helping to develop the Executive Guide into a practical document for members.

 

We will examine Themes 2 and 3 at the next PSIG meeting and Themes 4 and 5 at the subsequent meeting.

Peter Bunce will outline a proposed process for developing the Executive Guide for the Public Sector that involves the members and their experiences. This will be discussed and developed to ensure that we end up with a process that works for everyone and results in a Guide that is truly useful in the Public Sector

What is the Interest Group’s purpose?

To consider how approaches to budgeting, planning and performance management throughout the public sector can be enhanced by enabling members to understand and implement the Beyond Budgeting concepts by:

  • Exchanging ideas to facilitate the advancement of new performance management concepts and tools within the Public Sector environment.
  • Identifying and sharing best practices and lessons learned
  • Supporting coordinated initiatives such as learning programmes

What is the Interest Group’s scope?

The Interest Group will work to promote ‘best practice’ research and produce reports based on case visits and shared discussion on such issues as:

  • Goal setting (e.g. benchmarking)
  • Planning and control (e.g. multi-year models)
  • Resource management
  • Reporting and control
  • Implementation and change management

The Interest Group will hold a number of meetings each year in different locations.

Who should participate?

The Interest Group is open to all organizations from the public and non-profit sectors including Local Authorities, Healthcare, Education, Government, Regional Development Agencies, Regulators, Charities, and so forth. Although we expect that this programme will attract both senior financial and planning executives, we have learned from experience not to exclude anyone with an interest in improving the performance management process.
